Law 360: USPTO Plan To Limit AIA Reviews Is In White House’s Hands by Ryan Davis
Rules proposed by the U.S. Patent and Trademark Office to place new limits on patent challenges are being scrutinized by a White House agency, which has held dozens of meetings with groups advocating for and against the plan in recent weeks.
The Office of Information and Regulatory Affairs, part of the White House’s Office of Management and Budget, has met 25 times since August with groups and individual companies about the rule package the USPTO proposed in October 2025. As part of OIRA’s review of proposed rules before they are enacted, interested members of the public can schedule meetings with the office to discuss them.
